Victoria Road Rule 79A 2025: 40km/h Emergency Vehicle Changes

Effective from July 1, 2025, Victoria has expanded Road Rule 79A to enhance the safety of emergency and roadside assistance workers. This amendment mandates that drivers must slow down to 40 km/h when passing certain stationary or slow-moving vehicles displaying flashing lights or sounding an alarm.

Key Provisions of the Updated Rule

Applicability

The rule applies to all roads, including freeways and arterial roads.

Vehicles Covered

Drivers must reduce speed to 40 km/h when approaching or passing the following vehicles that are stationary or moving at 10 km/h or less and are displaying flashing red, blue, magenta (purple), or yellow lights, or sounding an alarm:

  • Emergency vehicles (e.g., police, ambulance, fire services, State Emergency Service)
  • Enforcement vehicles (e.g., Victoria Police)
  • Accident towing vehicles
  • Breakdown towing vehicles
  • Roadside assistance vehicles
  • Incident response service vehicles
  • Escort vehicles

Driver Obligations

When approaching the aforementioned vehicles:

  • Begin to safely slow down to 40 km/h, checking your rear-view mirror, especially on high-speed roads
  • Maintain the reduced speed while passing the scene and be prepared to stop if directed
  • Do not increase speed until you have passed the entire incident scene and it is safe to do so

Exceptions

If you are traveling on the opposite side of a road separated by a median strip (e.g., grassed area, wire rope, concrete barrier, or painted island), the requirement to slow down does not apply.

Failure to adhere to the updated Road Rule 79A can result in:
